With these types of pen style lip liner stains, you have to move quickly, as the formula dries down and sets quickly, and once it has dried down, they literally don’t budge.
I prefer to always dampen a cotton bud/q-tip with micellar water before I start applying one, so you can go in quickly to clean up any mistakes or smudges, and to sharpen up the edges.
